Overview
The Climate Change Program (CCP) is one of the three flagship programs under Goal I โ Secure Diverse, Healthy and Resilient Ecosystems of the ROPME Sea Area Strategic Directions 2026โ2030. The program provides a regional framework for addressing the growing impacts of climate change on the marine and coastal environments of the ROPME Sea Area while supporting Member States in building resilient ecosystems, communities, and economies.
The ROPME Sea Area is recognized as one of the world’s most environmentally sensitive marine regions. Rising sea surface temperatures, increasing salinity, sea level rise, marine heatwaves, ocean acidification, extreme weather events, and coastal erosion are already affecting marine biodiversity, fisheries, coastal infrastructure, desalination facilities, and the livelihoods of millions of people.
As climate-related risks continue to intensify, coordinated regional action has become essential. The Climate Change Program promotes science-based adaptation, ecosystem resilience, sustainable coastal management, blue carbon conservation, and innovative climate solutions that help safeguard both nature and society.
Working closely with Member States and international partners, ROPME supports the development of regional knowledge, policies, and practical actions that enhance climate resilience while contributing to global climate and biodiversity goals.
Why Climate Action Matters
Climate change is no longer a future challengeโit is already reshaping the marine environment of the ROPME Sea Area.
Increasing temperatures are placing unprecedented stress on coral reefs and marine biodiversity. Rising sea levels threaten low-lying coastal areas, while stronger storms, changing ocean conditions, and declining ecosystem resilience increase risks to infrastructure, fisheries, tourism, and water security.
