Overview

The Biodiversity Conservation Program (BCP) is one of the flagship programs of the ROPME Sea Area Strategic Directions 2026โ€“2030, contributing to Goal I โ€“ Secure Diverse, Healthy and Resilient Ecosystems. The program provides a coordinated regional framework for conserving marine biodiversity, restoring degraded habitats, strengthening protected area networks, and promoting sustainable ecosystem management across the ROPME Sea Area.

The ROPME Sea Area hosts one of the world’s most environmentally unique and economically significant marine regions. Its coral reefs, mangroves, seagrass meadows, mudflats, salt marshes, islands, and coastal wetlands provide essential habitats for thousands of marine species while supporting fisheries, coastal protection, tourism, shipping, and the livelihoods of millions of people.

However, these ecosystems face increasing pressures from climate change, habitat degradation, coastal development, pollution, invasive species, and unsustainable resource use. Addressing these challenges requires regional cooperation, scientific knowledge, effective governance, and innovative conservation solutions.

Through this program, ROPME works closely with its eight Member States, regional organizations, scientific institutions, and international partners to conserve biodiversity, enhance ecosystem resilience, and ensure the long-term sustainability of the marine environment.

Why Biodiversity Matters

Healthy marine ecosystems are the foundation of sustainable development in the ROPME Sea Area. Conserving biodiversity helps to:

  • Maintain healthy and productive fisheries.
  • Protect coastal communities from erosion and extreme weather.
  • Preserve endangered marine species.
  • Support food security and blue economy sectors.
  • Enhance ecosystem resilience against climate change.

Program Objectives

The Biodiversity Conservation Program aims to:

  • Conserve marine and coastal biodiversity throughout the ROPME Sea Area.
  • Restore degraded marine habitats and coastal ecosystems.
  • Strengthen the management and effectiveness of Marine Protected Areas (MPAs) and Other Effective Area-based Conservation Measures (OECMs).
  • Support Member States in implementing ecosystem-based management approaches.
  • Improve regional biodiversity monitoring and assessment.
  • Promote science-based conservation policies and regional cooperation.
  • Contribute to the implementation of SDG 14, the Convention on Biological Diversity (CBD), and the Kunmingโ€“Montreal Global Biodiversity Framework.

Priority Areas

The program focuses on six strategic priority areas:

Marine Protected Areas

Supporting the establishment, expansion, effective management, governance, and connectivity of Marine Protected Areas throughout the region.

Habitat Restoration

Restoring coral reefs, mangroves, seagrass meadows, salt marshes, coastal wetlands, and other critical marine habitats affected by human activities and climate change.

Biodiversity Monitoring

Developing harmonized regional monitoring programs to assess ecosystem health, species abundance, habitat condition, and long-term environmental change.

Endangered Species Conservation

Supporting the protection and recovery of threatened marine mammals, turtles, seabirds, sharks, rays, corals, and other vulnerable species.

Ecosystem-Based Management

Promoting integrated approaches that consider ecological, economic, and social dimensions when managing marine resources.

Regional Cooperation

Enhancing collaboration among Member States through knowledge exchange, capacity building, technical cooperation, and shared conservation initiatives.
