The United Nations Decade of Ocean Science for Sustainable Development (2021โ2030), commonly referred to as the “Ocean Decade,” is a major global initiative coordinated by UNESCOโs Intergovernmental Oceanographic Commission (IOC). Its primary objective is to reverse the decline in ocean health and ensure that ocean science can fully support countries in achieving the 2030 Agenda for Sustainable Development.
Vision and Framework
The guiding vision of the initiative is “the science we need for the ocean we want.” This framework provides a legal and organizational structure for scientists, governments, and diverse stakeholders to collaborate on generating actionable knowledge. The initiative recognizes that current ocean research is fragmented and underfunded, receiving an average of less than 2% of national research budgets globally.
The Ten Challenges
The Ocean Decade is organized around ten key challenges that represent the most immediate priorities for the global community. These challenges are designed to unite partners in collective action:
- Challenge 1: Understand and Beat Marine Pollution. Identifying and mapping sources of pollutants to develop mitigation and removal solutions.
- Challenge 2: Protect and Restore Ecosystems and Biodiversity. Monitoring and managing marine life under changing environmental and climate conditions.
- Challenge 3: Sustainably Feed the Global Population. Optimizing the role of the ocean in providing food security.
- Challenge 4: Develop a Sustainable and Equitable Ocean Economy. Promoting blue economy initiatives that balance economic growth with environmental health.
- Challenge 5: Unlock Ocean-Based Solutions to Climate Change. Enhancing understanding of the ocean-climate nexus to improve mitigation and adaptation strategies.
- Challenge 6: Increase Community Resilience to Ocean Hazards. Improving early warning systems for phenomena such as tsunamis and storm surges.
- Challenge 7: Expand the Global Ocean Observing System. Ensuring a sustained system that delivers accessible data across all ocean basins.
- Challenge 8: Create a Digital Representation of the Ocean. Developing a comprehensive, open-access digital map of past, current, and future ocean conditions.
- Challenge 9: Skills, Knowledge, and Technology for All. Ensuring equitable access to data and capacity development globally.
- Challenge 10: Change Humanityโs Relationship with the Ocean. Strengthening the emotional and social connection between society and the marine environment.
Expected Outcomes
By the end of 2030, the Ocean Decade aims to achieve seven specific outcomes that describe the desired state of the global marine environment:
- A Clean Ocean: Sources of pollution are identified and reduced or removed.
- A Healthy and Resilient Ocean: Marine ecosystems are understood, protected, and managed.
- A Productive Ocean: Supporting sustainable food supply and a sustainable ocean economy.
- A Predicted Ocean: Society understands and can respond to changing ocean conditions.
- A Safe Ocean: Life and livelihoods are protected from ocean-related hazards.
- An Accessible Ocean: Open and equitable access to data, information, and technology.
- An Inspiring and Engaging Ocean: Society understands and values the ocean in relation to human well-being.
Coordination and Implementation
UNESCOโs IOC serves as the central coordinating body, but the initiative relies on “Decade Actions” implemented at various levels. These include global programs, individual projects, and smaller-scale activities. Strategic ambition is further refined through the “Vision 2030” process, which identifies key milestones to measure progress toward each of the ten challenges.
