For the purposes of implementing the provisions of this law, the following terms shall have the meanings assigned to each of them
- The Authority: The Public Authority for the Environment.
- The Supreme Council: The Supreme Council of the Public Authority for the Environment.
- The Board of Directors: The Board of Directors of the Public Authority for the Environment.
- The President: The First Deputy Prime Minister.
- The Director General: The Director General of the Public Authority for the Environment.
- The Environment: The biosphere that includes living organisms — humans, animals, and plants — and everything surrounding them such as air, water, and soil, along with the solid, liquid, or gaseous materials or natural radiation they contain, as well as fixed and mobile establishments created by humans.
- Polluting Substances and Factors: Any substances, whether liquid, solid, gaseous, or in the form of dust, vapor, microorganisms such as bacteria and viruses, noise, light, radiation, heat, artificial illumination, or vibrations resulting from human activity that directly or indirectly lead to environmental pollution or to disturbing the ecological balance.
- Environmental Pollution: The presence in the environment of any polluting substances or factors in quantities, concentrations, or for periods of time that may, directly or indirectly — alone or in combination with others — cause harm to public health, reduce the efficiency of activities, degrade the natural environmental systems, or hinder enjoyment of life and the sustainable use of private and public property.
- Environmental Protection: A set of principles and procedures aimed at preventing pollution or biological degradation, rehabilitating affected areas, preserving the environment and its natural resources, combating harmful practices, establishing terrestrial and marine reserves, designating buffer zones around fixed sources of pollution, preventing destructive environmental actions, and encouraging positive behavioral patterns.
- Sustainable Development: Development that meets the needs of the present generation without compromising the environmental resources and potential of future generations.
- Environmental Impacts and Effects: The negative (adverse) and positive (beneficial) environmental consequences — whether direct or indirect, immediate or long-term, local, regional, or global — resulting from proposed or existing development activities, intended to address or mitigate such impacts for the purpose of protecting the environment and supporting developmental projects.
