The first Steering Committee meeting on the preparation of the ROPME Strategic Plan was held virtually on 4 September 2023. The meeting was attended by representatives from Member States, ROPME staff, and CEFAS, who participated as international consultants. The Executive Secretary briefed the Committee on the decision to establish a Strategic Plan Committee aimed at reforming the Organization and enhancing its role. The representative of the Kingdom of Bahrain was selected as Chairman, with the representative of I.R. Iran as Co-Chairman.
The Executive Secretary introduced the draft “Working Document” of the Five-Year Strategic Plan (2024–2028) and previous ad-hoc reports on programs and administrative and financial aspects. He explained that the document was prepared to guide discussion, with Part I covering the overall strategy, including vision, mission, and objectives, and Part II addressing the operating plan, including projects, initiatives, implementation mechanisms, and KPIs. The Committee agreed to hold several virtual meetings in September and October, with one physical meeting planned at the ROPME headquarters, to finalize the Strategy Document in time for the upcoming EXCOM Meeting.
During the meeting, participants engaged in detailed deliberation on Part I of the draft document. The vision, mission, and objectives were discussed to ensure they accurately reflected the projected future of the Organization. The status of current Protocols was also reviewed. The Committee concluded that Part I of the draft document would be revised based on comments and inputs from Member States
